The staff at CCC has depth and experience in environmental project monitoring, project supervision, and project design. CCC is State-certified to perform inspection, monitoring, and supervision of lead-based paint and asbestos-related projects.

CCC has the capabilities to provide abatement design, engineering, project supervision, monitoring, post abatement waste testing, and clearance of any environmental mitigation project.

CCC can provide lead-based inspections using a variety of techniques. Our personnel perform lead-based paint inspections with unprecedented accuracy and productivity in residential, industrial, school, military, and other institutional settings. All our inspectors are EPA-trained and California Department of Health Services (DHS) certified according to Title 17, CCR, Division 1, and Chapter 8.

CCC specializes in X-Ray Fluorescence (XRF) technology for lead-based paint inspections. XRF is a state-of-the-art spectrum analyzing system for the quantitative measurement of lead in paint on various surfaces. The advanced design of the new XRF analyzer can make accurate assessments of lead levels in a fraction of the time previously needed. The result is the most effective lead inspection system on the market today. We have incorporated the use of palmtop computers in the field for recording XRF readings. This gives us the capability to provide accurate field-generated reports, complete with pictures of lead-based paint-coated substrates to identify and expedite the findings for subsequent review and planning purposes.

CCC meets the criteria required for EPA/AHERA (TSCA II) approved accreditation for building inspection, management planning, abatement, and project design for asbestos in buildings. CCC can provide asbestos inspections, project design, project management, worker safety, monitoring, and clearance testing of any asbestos mitigation project. These integrated capabilities can provide both our clients and contractors with significant reductions in time and cost in implementing solutions.

Organizations are increasingly finding advantages to contracting out all aspects of environmental mitigation work, even project design. Our project designers are experts in review and design of environmental mitigation contracts and projects. A project designer can assist in the designing of a project by utilizing inspection reports, clearance testing methods (as specified by EPA, OSHA, TASCA, and HUD), hazardous waste segregation, testing, and disposal methods. Special emphasis for project design is placed on development and modification of specifications including: working with other consultants, drawing preparation and interpretation of as-built drawings, special design features and strategies for occupied buildings, furniture relocation, job walks, and cost evaluations.

CCC has the ability to incorporate environmental surveys into a complete Phase I site assessment. Lenders, developers, buyers and owners express growing concern about acquiring and owning property that may be contaminated. That concern has increased the importance of an environmental site assessment before making any major real estate transaction. New laws and regulations have focused more attention on this issue because they define small concentrations of certain substances as hazardous and require costly cleanup if contamination exists. CCC has performed numerous site assessments on industrial, commercial, residential, government, military, and unimproved properties. A typical site assessment can include any combination of the following: site reconnaissance/walkover; historical records search; air, soil, and water sampling; lead-based paint and asbestos surveys.

CCC has designed and implemented the lead-based paint and asbestos mitigation of hundreds of single-family dwellings, condominium units and apartments over the past decade as consultants and contractors, in compliance with all statutory regulation, including the prohibitions related to consulting and contracting on the same project. This hands-on experience has resulted in an understanding of virtually all circumstances that arise in residential lead-based paint and asbestos abatement, and the ability to perform independent consulting services.

CCC has worked with federal, state and local regulators in San Francisco, Monterrey, San Luis Obispo, Santa Maria, Santa Barbara, Lompoc, Ventura, Camarillo, San Bernardino, Long Beach, San Diego and Los Angeles. CCC’s consultants are thoroughly knowledgeable regarding NESHAPS, AHERA, Cal/OSHA, and DHS in general, and experienced in working within local compliance regulations of the above listed venues. In addition, our staff’s previous experience in working with government contracts for construction, coatings, and hazardous materials abatement has kept us abreast of new regulations and procedures involved in hazardous materials mitigation.

The company maintains an extensive library of current regulations promulgated by the multiplicity of overseeing and enforcement agencies, and collects various interpretive and commentary letters related to specific challenges to the statutes.

CCC relies heavily upon their staff’s extensive personal experience, and detailed data compilation to ensure the accuracy of its reports, specifications, and project monitoring. The use of laptop and palmtop computers along with the latest in data recording software give us the ability to download data to our server in the home office where it is compiled for accurate report generation. Our XRF instruments are also downloaded directly to our server along with a complete record of shots including location, component, and part of said component, paint color, substrate, and paint conditions. We rely highly on a standard set of forms for sample collection, chain of custody, air monitoring records, abatement monitoring, waste classification, clearance testing, and hazardous materials record keeping. As well, each employee keeps a daily logbook, which is also downloaded to the home office and kept up-to-date with each reporting period. In addition, continuous study of lead-based paint and the asbestos regulation changes and updates through publications, the Internet, and periodic refresher courses enhance their ability to deliver superior services.
